This is a pretty tough choice since both pretty much have the same attributes and are lacking in some. So lets look at the pros and cons of both games.
Pros for Split/Second
- The graphic design isn't bad for this game , they made good use of the colors.
- This game has unique game modes, such as Helicopter waves.
- The power-ups are fun and cool to use.
- The power-ups are separated in higher level attacks and other things.
- They don't give you the power up (like in mario cart) you earn it.
Cons for Split/Second
- Even though this game is mainly racing there isn't a cockpit view.
- There's no speedometer. (digitally on the HUD)
- There's no e-brake (there wasn't one in the demo, I'm unsure if there is one in the full game).
- The drifting dynamics aren't that great.
- The HUD is kinda empty (this could be a pro as well as a con).
Pros for blur
- It was mean't to be unrealistic and somewhat retro as where Split/Second was mean't to be realistic.
- HUD is full and has rear view (again this could be a con as well as a pro).
- Unique multiplayer vehicle upgrades.
- Good car dynamics (such as drifting and realisticness).
- More dynamic attack system (you're able to defend not just attack).
Cons for blur
- Crash system isn't very advanced.
- Doesn't have as much intimate detail as Split/Second.
- The game is based to much around the car.
- No real obstacles.
- HUD isn't customizable (I could be wrong, I'm basing this con on all the videos from blur's channel on youtube).

Final Verdict:
If you just want to have fun racing in cinematic environment of explosions in exquisite detail then go with Split/Second. But if your looking for a good challenge and competitive gamplay along with your dream car then go with blur.
Personal Choice:
Its a tough choice since both of them are lacking and don't have the full package but if I had to choose it would have to be...
